My mother will 100 in a month and hydration is a major problem. She does not want to drink water, she only wants hot tea. My question is can this be added to hot tea or coffee safely?

First of all congratulations that your mom is reaching 100 soon… an awesome Milestone!!
Regarding the question, yes — EMDROPS can be safely added to hot tea or coffee, because the ingredients in EMDROPS are mineral electrolytes that do not break down or change in hot water. As a matter of fact, I myself add EMDROPS in every cup of hot tea that I make, about 2-3 drops per cup, and I feel that it makes the taste of the tea slightly more robust and earthy. If you add a few drops without mentioning it, most people are unlikely to detect the subtle change in taste within their tea or coffee, but they may enjoy it more without knowing why!
Would like to mention something else that may be helpful. Since your objective is to improve hydration, try to minimize the caffeine content in the tea or coffee, because caffeine is a diuretic and increases urine production, whereas you want more of the water to be absorbed in the body rather than passing out in urine. This doesn’t necessarily mean to cut out all caffeine. For example, if caffeine helps your mom to wake up and stay alert during the day, then it is fine to use caffeinated tea during the day. But go with caffeine-free tea starting from a few hours prior to sleep. Also note that “decaffeinated” tea and coffee, are low in caffeine, but are not caffeine-free
The above caution about diuretic effect applies to many caffeine-free herbal teas as well, because many herbs also have a diuretic effect. In my experience, simple herbal teas made with common kitchen ingredients such as ginger, fennel, mint etc work best to help hydration.
